Residential Care Facility for the Elderly (RCFE)


A residential home for seniors aged 60 and over who require or prefer assistance with care and supervision. Residential Care Facilities for the Elderly may also be known as Assisted Living facilities, retirement homes and board and care homes.

  A residential home for adults ages 18 through 59 with mental health care needs or who have physical or developmental disabilities and require or prefer assistance with care and supervision.

 Non State Licensed Independent Living Center, Senior Apartments, Mobile Home or 55 plus community

Community Living Center 55+

Child Care Center means any child care facility of any capacity, other than a Family Child Care Home, in which less than 24-hour per day, non-medical care and supervision are provided to children in a group setting

 Access and functional needs (AFN) refers to individuals who are or have:

  • Physical, developmental or intellectual disabilities
  • Chronic conditions or injuries
  • Limited English proficiency
  • Older adults or Elderly
  • Children
  • Low income, homeless and/or transportation disadvantaged (i.e., dependent on public transit)
  • Pregnant women

Community Care Facilities (CCFs) are licensed by CCLD DSS to provide 24-hour non-medical residential care to children and adults with developmental disabilities who are in need of personal services, supervision, and/or assistance essential for self-protection or sustaining the activities of daily living.
